To understand the error, one must understand the environment in which PES 2013 was released. In 2012, physical media was still standard, and games shipped with DRM systems designed to verify the presence of a legitimate disc in the drive.

Reinstall the game, preferably to a folder outside of Program Files (like C:\Games\PES2013 ) to avoid permission issues.

Do you have a legitimate .iso or .mdf image of your disc? You can trick the DRM into seeing a virtual drive if you use specific, old software.
